VoIP eXchange

General

VXP is for APITI member who owns Public Internet Telephony License issued by Indonesian Goverment known as ITKP (Internet Teleponi Keperluan Publik) License. VoIP Operator can interconnect directly (Tier-1 National) to VXP at desired location, as long that VXP location is in operation or will be operated soon (for new VXP).

For APITi Member and Non Member (not yet becoming member), who operate ITKP franchise and reseller, but not owner or holder of VoIP License, must have an agreement with APITI Member with Operator Category via partnership.

For businesses, organizations and individuals who operate VoIP business, without agreement with VoIP Licence holder, is an illegal telecommunication operator according to Indonesian Law. APITI has right to report this officially to the government of Indonesia and will be procecuted according to Indonesian Law.

APITI will actively involved in regulation changes that affect Member, illegal business practice, also propose new or additional regulation to Government/Regulator to protect telecommunication operator from illegal business practice and improve service quality to general public.

Interconnection

BPA (Bilateral Peering Agreement)

Between 2 Member. APITI Member can interconnect directly without VXP.

MPA (Multilateral Peering Agreement)

Between multiple Member. APITI Member can interconnect via VXP, because of VoIP Traffic already high so require clearing-house calculation for cost savings purpose.

Interconnection between VoIP Operator on national network level.

Interconnection between VoIP Operator with International operator will be done by each National VoIP Operator their partners. No APITI policy has been issued regarding International Interconnection.

Partnership

• VoIP Operator that have been interconnected at VXP will follow APITI policy and regulation.
• Non VoIP Operator who operate VoIP business must cooperate with legal VoIP Operator according to regulation.

Clearing House

APITI will provide clearing house between member nationally and will be developed for future international interconnection according to VXP-ENUM Registry –APITI.
